Kirsteen has a civil and criminal law practice with specialisms in public, constitutional and administrative law. She has particular expertise in non-refoulment law, appearing regularly before the Torture Claims Appeal Board and the courts in Judicial Review proceedings and is the author of the only publication on non-refoulment law in Hong Kong.
