About Thomas

Thomas Martin is a barrister specializing in financial crime, regulatory matters, and general crime. His broad criminal practice includes handling fraud offences and regulatory breaches.

 

Recent highlights of his experience include defending individuals charged with credit card fraud, as well as those accused of operating a syndicate that provided counterfeit tickets for a high-profile pop concert in Hong Kong. His practice also features representing a defendant in one of the largest football gambling prosecutions in Hong Kong (Operation “Green Grass”), a multi-week proceeding involving novel legal issues regarding jurisdiction and expert evidence.

 

Thomas possesses significant appellate experience, having represented appellants in appeal courts across various matters. These include cases concerning manslaughter, dangerous driving, possession of dutiable goods, regulatory breaches, and a large-scale corporate fraud perpetrated against AIA Insurance.

 

Beyond conventional criminal defense, Thomas’s practice extends to quasi-criminal matters such as contempt and asset-freezing proceedings. He has represented directors, contractors, and companies facing allegations of departmental regulation breaches and corporate liability. Additionally, he advises clients navigating ancillary proceedings under the Organized and Serious Crimes Ordinance.

 

Prior to joining Pegasus Chambers, Thomas served as a Judicial Associate in the Criminal Division of the Hong Kong Court of Appeal, gaining extensive exposure to criminal appellate work.

 

Thomas is the author of the textbook Financial Crime and Market Misconduct in Hong Kong, published by LexisNexis (2025).
